I'd say that's a fair evaluation. Germany and Japan both got the crap kicked out of them in WWII, and they are doing great. Iraq is a much different scenario, but it might be a more open canvas. I'm hopeful that they will be receptive to freedom and democracy and not so cowed by Saddam that they can't make use of it.
