Hmm. Yes, in general, that makes sense. One caveat is, if your are a minority, and the majority is stripping you of all rights. In a democracy, unless minority rights are respected, the majority can vote to make life miserable for the minority. Which is why we have seen so many transfers of populations, as democracy has expanded and the # of nations increased to 200.
