the way we will know that is if compensation is made and the guilty party is found. It's called "collateral damage" and the fights are so one sided, eyewitnesses are calling them "massacres".

If deliberate, I could understand if it had been a house or nondescript building being used as a stronghold by terrorists.......but an Oil Ministry building is just too obvious and controversial.

Maybe the intended target was really this?
