That avoids the question of whether the Bush administration was being truthful about the capabilities of Iraq?

The Bush administration depends on a complicated spin of semi truths, innuendo and rumor......all of it grounded on a platform of fear. Its not an unusual tactic; to whit, see testimony from H. Goering during the Nuremberg trials:
