Oh sure, this stand will appeal to core support. And if the PCs and NDP were competitive, i.e. if there was a chance that splitting the rest of the vote three ways, then sure, having a lock on 25% would be great.

Again, though, I don't see cynical motivation lurking behind this stance. I'm sure Harper genuinely believes it's the right thing to do. In fact, I'd be prepared to assert that he'd done enough in the last year to shore up core support, to rebuild the party's traditional base, that he could afford to take a popular stand on a major issue like this. In this instance, though, it wouldn't buy him anything.
