Niggling semantic question: can an attack on troops in time of war be properly called a terrorist action? Wouldn't it be more appropriate to describe it as a guerrilla attack? I would agree with that, certainly if the attackers were Iraqis. If they were Kuwaitis, I guess you can still say it was a guerrilla attack, based on the targets, but don't you have to identify the attacking group? Don't guerillas have to belong to a network, not just be loners?
