We already have expensive oil. It only seems cheap, because so much of the cost has been externalized. What would be the cost of a gallon of gas, if the cost of conquering and garrisoning the oil fields, in this and past wars, was paid out of taxes on gasoline? I've never seen anyone do this calculation, but I'd expect a price of $4-10/gallon. Very expensive gas, even if you assign a value of $0 to human lives.
