He must be referring to his father's half measures in the Gulf in 1991. I've read that Iraqi's would like to cheer on US troops but are reluctant to do so because those that did celebrate the US-led invasion in 1991 are now dead (Saddam snuffed out those people that were seen supporting US soldiers). Iraqi's today prefer to wait for the final outcome before putting their lives in jeopardy again. The only half measures in Iraq fall on Bush Sr.'s head, not Clinton's.

Oh yeah, remember all you right wingers screaming that the tail was wagging the dog every time Clinton dropped a bomb.
