he doesn't want to 'let us help rebuild'

he would like to rebuild via his chosen countries, perhaps the ones that have oil deals with Iraq? perhaps the ones Iraq owes money to?

they take no risk in this war, they sit on the side lines and watch, protest it actually - not losing lives, not risking world disapproval, not costing them a cent

and then move in and 'adminster' Iraq? and Iraq's oil?
