Had france not beeing trying so hard to scuttle this thing and hide their financial ties to Saddam, most likely a unified global community would have intimidated Saddam (the UN had no interest in enforcing their own resolutions for 12 years)into disarming and this war would not have happened. It would be non productive the have the french participate in any rebuilding effort (can you vision chirac waving a white flag and screeching "let me talk") and it would be stupid to try and force the Iraqis think that the country that was willing to sacrifice them to more of Saddam would do a 180 degree turn and help them"help" them
