AS, chemical plants can easily go undetected because many of them are built for dual use purposes. So a chemical weapons plant can easily be switched over to look like a fertilizer factory when the U.N. weapons inspectors come around. These are facts that we know, not speculation. Saddam got very good at these types of deceptions over the 12 years he played his games. Those days are over now, though.
