I can see conflict among regions which would end up with more (or less) oil than others. Given the speed with which these differences are turned into armed conflicts inthis part of the world, I think that your method for dividing up oil revenues may not be the best one, though I must admit I can't think of a better one off the top of my head. Why plant the seeds for future strife?
