I don't think Iran is enthusiastic about a Kurdish state, but neither are they as paranoid about it as the Turks. Most Iranians consider Kurds to be one the many ethnic groups who are collectively called "Iranians". So the Kurds have never been under the kinds of pressure they experienced from Turkey and Iraq.

Eventually you will have 3 states in Iraq. The question is when. If a good constitution is put in place, it can be delayed for many years (decades?).
