Because we haven't faced the Republican guard yet AND most of them realize they will be killed for committing war crimes if they do. I might add that I have some real concerns about whether chemicals will be used against our men once we get real close to Baghdad.

Not because they don't exist. It's more likely because the commanders of the troops in the field (non-Republican Guard to date, as I understand it) don't want to be tried for war crimes in the Hague.
