It was an accident from what I have read. The forces orders were delayed and the armor that the forces are supposed to be on was circling off the coast of Turkey waiting fo rclearance. Now the armor is 2-3 weeks away from landing in souther Iraq....

The threat of Chemical weapons is certainly enough reason to limit exposure.

Now the real issue is that Saddam wants the fight in the street of Baghdad and the interiors of his other cities, on TV, where loss of civilian life will be escalated.

His special forces were deployed to the various cities weeks ago to prevent flight, exposing the highest possible number of people to the conflict.

We are afraid to blow up buildings with troops on them. We will not be able to use the massive air support in a building to building fight. It then boils down to man to man combat. We need more men or this could be a real issue.

Meanwhile, Saddam, if alive, is operating in a fortified bunker under a hospital, school or Mosque...

we need to take out electricity, communications and TV at this point.
