The fear is if those things are used too close to the city that the gas may settle back in that area.

My guess is that they know that. So if these hypothetical chemical weapons are going to be used on the invading US & UK troops, it will not be inside or "too close to" a civilian area.

I thought there was something wrong, because you guys started seriously discussing this Iraq gassing its own civilians as if it were a quite probable outcome.

I think it is a mistake to underestimate the other side's capabilities. Intelligence is one of those capabilities we tend to underestimate in our enemies, especially if they look like they are stuck in the last century. It is a mistake nonetheless.
