It is, according to Geneva conventions, outside the rule of law. Endangering civilians, putting them in harm's way, attacking while concealed amongst and disguised as one of them, is terrorism.
But, if you're on the other side, it's a war of liberation, with outnumbered and poorly-equipped patriots nevertheless doing the best they can for their country against a vastly more powerful foe.

I loathe terrorism and predicted that it would increase - I'd also anticipated this kind of resistance, but had never made the mental link.
I also loathe that the moron and his warmonger cabal, and indeed Blair and his holier-than-them rationale, have put our soldiers into this situation. What I don't see now is any honourable exit, other than to genuinely make things better for the Iraqis... which does not mean generating profits for Halliburton or annexing their oil.
