The tank in front of a hospital is fair game there, because that's where you may have people complaining, some even shouting. It delivers faster than valium too.

Bill, When looking for people to fight, you'll find them well hidden. The Iraqis would be dead in minutes if they were out there, in uniform, chests out, carting their low grade equipment. They'll be disguised as civilians, police, women, priest and anything else which will give them cover from which to fire.

They'll be in mosques, hospitals, homes, tunnels and anywhere else which will give a smidgeon of cover.

This isn't a British vs Rommel WWII tank engagement in the desert at Tobruk. The Iraqi opposition is people with very limited resources trying to hold on to where they are, keep what bit they've got and prolong the conflict, while staying alive.

That's just what they do.
