Dont second-guess Clinton on Somalia. Our miltary made mistakes, not bringing water and night-vision gear because they told troops it would just be a 4-hour rescue mission. Turned into days. Monday morning generalship is easy. Besides, Somalia waa about a warlord stealing food from the UN, not terrorism. Yes there were some Al Qaida in there but we didn't know that until years later. We didn't even know what Al Qaida was then. It was just formulating.
