Sal, I've read several of these articles proclaiming Bush's policy to be this or that, but they never have any factual basis or evidence to support their claims. Some fake it by claiming that Bush's National Security Policy actually says these things, but never back up their claims by pointing to the text itself - they just assume the reader won't read it for themselves. In many cases, that assumption may be valid, especially for the ones writing for some of the oddball web sites of activists pretending to be journalists - the readers are frequently just looking for someone to validate their own conspiracy theories and anger. If you want to know what Bush's strategy and motives are, you might find it helpful to actually read what he says they are, not just what some online writer-activist says he says they are. Then you can decide whether 1) you believe him and 2) whether you think the policy makes sense and is workable. If he does something that is inconsistent with his stated policy, you will also be in a position to spot it and point it out here. The strategy and many other docs are available on www.whitehouse.gov and probably on www.state.gov as well.

Regards,
Bob
