Well...I think Bush has more experience running small companies into the ground and very little to absolutely no anti-terrorism experience.
Cheney....no anti-terrorism experience there either.
Rumsfeld and Powell are armchair field marshall types. Not much anti-terrorism involved in that.

You may have overlooked an equally significant point:
Other parts of that article showed that it's actually kind of a concensus thing in the anti-terror biz.

"This just reflects the widespread thought that the war on terror is being set aside for the war with Iraq at the expense of our military and intel resources and the relationships with our allies."
The "widespread thought" spoken of there is that of those who are specifically in the anti-terror biz.
Those folks would define the shrubbies as against us.
