The proposal put forth by Barak included tunnels from Gaza to the West Bank, and for Israel to give some land in Israel proper connecting the West Bank and Gaza to the Palestinians in exchange for some of the land in the West Bank that Israel needs for security. The Clinton plan was actually a solid one. I didn't believe it at first, but the more I've looked at it, the more I believe it was the fairest proposition possible.
