Unusual Volume -- Evolving Systems (EVOL) 2.63 +0.36: Stock advancing 15.5% today on volume of 166,000 shares, or 2.3x avg daily turnover. Advance coincides with recent FCC initiative to allow number portability between wireless carries. EVOL happens to be a provider of local number portability solutions to wireline and wireless telecom companies. Stock has been strong of late, making a new 52-wk high ($2.83) just last week. EVOL currently trades at 12.5x estimated 2003 earnings of $0.21. Mkt-cap $34 mln.
