I think I agree with your statement, but I don't know where you're starting the "next leg down" in your post. I think the next leg down from wherever we are when the rally is finished will lead to new lows, but I don't think the rally from 3/12 is finished yet.

But is that what you were implying, that the rally from 3/12 is now over and that we will reach new lows without going higher than Friday's high?
