Yes. The Huawei business is blatant and it will be interesting to try to follow how the chinese govmt responds. They are also well-known pirates of western entertainment media.

The point I was trying to make is that this is not "official" policy in china. Another point would be that most of the developing countries, especially in asia, are "borrowers". Even the Japanese as late as 1990 - a case of which I have personal knowledge.

Of course, we in the US never did anything like that in the 19th century, did we? -vbg-
