It wasn't really an interpretation of the article. It was an interpreation of what the article was writing about.

I do think that its likely that their was a thought that selling the weapons could establish connections with "moderate" elements in Iran and even the thought that these elements could become strong enough to take over, but even if I accept that article at face value I see no evidence of any concrete or specific plans. Nothing that would amount to a "serious effort to overthrow the current government of Iran". It wouldn't have to be 500,000 soldiers but there would have to be some concrete and specific plans and some direct movement towards a coup or revolution or invasion before I would call it a serious effort.
