Actually, the concept has started with the Clinton administration. From intelligence to actual warfare, the concentration was on high tech in order to minimize human exposure and potential American casualties.

We would never have gone to war in Kosovo had there been any concern about large numbers of casualties. Never. So long as we could do it from the air, fine. But if we'd had to send in ground troops we would have stopped the war in midstream and come home.
