I want an America in which foreign policy is set based on Ideals of America and not based on who will pay off best.

And I want a world in which the rule of law runs supreme. Initially I don't even care if that law is any good. Because even if the non-land owners, the blacks, the women, and the indians are not allowed to vote, over time the laws will be perfected and so will be the world.

I want to see the United States work hard to establish international bodies with binding authority and neither let other hide nor its own politicians hide behind the veil of "national interest" to support atrocities.

When we take steps towards that, we have taken the greatest step towards world stability.

This sounds exactly like what is happening in the world today. As I see it your scenario can't possibly be without war, renegades and non-conformists will always exist, but on whole we are on our way to a greater stability than we have ever experienced before.

And, although some would prefer that it were someone else besides GWB leading the effort, someone who would use different methods to achieve those goals, (unfortunately no one is above criticism), the results of that effort probably wouldn't differ enough to be perceived.
