The regime that you would prefer stay in power has mined the channel leading to the port of Umm Qasr delaying delivery of humanitarian supplies. Yesterday, mortar rounds were blasted horizontally into crowds that were attempting to receive supplies that have landed in Iraq and there is this nice little report:

Farther south, Saddam Hussein's forces have been still more ruthless. In Basra they stationed tanks and artillery around hospitals and schools. While British forces held their fire to spare the population, Iraqi soldiers mortared fellow Iraqis themselves. Hoping to leave Iraq's future rulers with scorched earth, they mined the country's only port and rigged its oil wells with explosives. They gunned down fellow citizens who refused to fight allied troops; according to one correspondent's field report, a woman who waved at American troops was later found hanged
