Bill doesn't believe we should just go and level civilians. This is an emotional issue and people are taking sides and running hot because of ridicules allegations by the other side (both). So we have a stand off of emotions which invariably leads to a breakdown in communications. Nobody prefers a bloody war over an easy transition but we seldom seem to figure out a way to pull that off.
