But Bush could also order the withdrawal of forces - it may have escaped you but WE are the ones who have invaded Iraq, not Saddam.
Whatever the rhetorical trick of saying that the defender can stop the damage by not resisting, it's meaningless. It's saying "surrender or die".
If the ending of the killing is our aim then the onus is still on the aggressor to stop it. that's us.
