I don't see why it must be so complicated. First of all, they should deliver the gas masks that the Kurds have been asking for for a long time. Secondly, if you really want to see a revolt in Iraq, then you have to arm the population. Both of these can easily be accomplished via air drops to the cities. Of course, if Bush is not as sure of whom these guns will be used against, I can understand the hesitation <g> Even so, I can't find an excuse for not dropping the gas masks.
