That has been mentioned by Rumsfeld. They may be distributing inferior sidearms to civilians since they have to fear an uprising. There are reports that many of those dead in the Iraqi army are also being found with bullet holes in the back of their heads. The historical analog would be the NKVD atrocities in the Ukraine during the German advance on Moscow, Leningrad, and Stalingrad. Perhaps, Saddam is sending some armored divisions out of Baghdad in the hopes of outflanking the US army.
