No, that's now how the system works. If no candidate gets a majority of votes from the electoral college then the vote goes to the House of Representatives, each state's representatives votes counting as one vote, and an absolute majority (more than 50%) is required to win.

Bush had more states than Gore and would have won in the House of Representatives.

Hard fought battle, no use rehashing, wrong forum, just wanted to clear up the misconception.
