U.S. Army War College scholar Mohan Malik published his research result, Dragon on Terrorism: Assessing China¡¯s Tactical Gains and Strategic Losses Post-September 11, in the October issue of "Strategic Studies" published by U.s. Army's War College. There will never be one if we disable institutions like the UN. It was far from perfect, but it was and is the best hope. I just hope we haven't crippled it. If we have that may very well be the most horrible legacy we leave of our actions in this war with Iraq.
