Most states have a budge deficit. None excpet NY (another bastion of clear-headed thinking) has one the magnitude that Calif does.

'in the system'. Just 'in-balance' of 'funds'. This is a
winner takes all system. NO CxO (stars, elites), not a
single person, knows the correct reward, compensation,
the only amount acceptable is 'unlimited'. The 'system' as
a whole has 'no deficit', just pockets of weak-hands got
showed-up.
