Since you reject that option, as most, then you agree with the former, that she was fully aware that Saddam would be encouraged to take action against Kuwait upon hearing her say "We're cool, this is between you two".

Not much to "detect", it was official that the borders to the gulf had been a problem ever
since they were drawn, and that Iraq claimed they should be adjusted, either toward
Iran or Kuwait.

Additionally the border towards Kuwait was not agreed upon, made worse by major oil
findings exactly there, and finally Kuwait had started to do slanted drillings with new equipment.
