Iraq may have been claiming that territory (incidentally, the area where J. Paul Getty first got a concession that made him a billionaire), but one can't assume it really belonged to Iraq.

They misjudged the situation by assuming that doing nothing, not even threatening Saddam, would not result in a war. I say it was misjudging Saddam, based partly on the fact that the U.S. had supported him in his attack on Iran, but then didn't draw the obvious conclusion that if he had guts to try and fight Iran, he would obviously go for a weaker Kuwait--as long as he was assured the U.S. wouldn't interfere.

Again, if the U.S. wanted that war to take place, it would have finished the job. Even the surrounding Arab countries were supporting the U.S. finishing the job. It was simply a lack of understanding of the area, its history and culture (again because of lack of professionalism at decisionmaking levels) that led to Bush senior's big mistake.
