All that is required to be listed in this "coalition of the billing" is to affix one's signature to a piece of paper (indicating, essentially, 'moral support').

Whereas to be listed in the coalition during Desert Storm, one had to supply troops.

There for, it's like comparing apples and oranges to compare the numbers of 'coalition' members now, to then.
