The fedayeen put them there. You can choose to believe Saddam. I do not. They dress in American and British uniforms to gain the surrender of the regular forces. When they do surrender they are then executed by the fedayeen, so that others will not surrender. To suggest that these people are fighting to save saddam's regime is absurd. To be sure, there are a few, the fedayeen and some elements of the Republican guard who fight voluntarily, but there are few others.
