I don't believe that it is fair to criticise the UN here. First, it was Collin Powell's recommendation to not extend the campaign into Iraq - that had not been part of the planning, there were no objectives or strategy defined. Wise and prudent advise.
...Second, it was the Arab allies who were strongly opposed to invading Iraq. And without their support a continued invasion would have been seriously hampered as operations would have to be relocated to Kuwait.
...Third, GHB was very concerned about losing US support after the pictures of slaughter on "Death highway" became public.
...Finally, GHB did encourage open revolt but then backed out of supporting those revolts as a result of political pressure from our arab allies (the south will become an Iranian theocracy) and Turkey (we don't want a Kurdish state).

It didn't take GHB more than thirty seconds after hearing Powell's opinion to call a halt to the attack. There was not even time for the UN to utter a comment on the possibility.

But you are right - we would have had been able to liberate the south and the north less painfully then then now. And if GHB had known what GWB would be doing now - he might have decided differently.
...But then - if April Gillespie had not given Saddam a passive greenlight on Kuwait, we might never have had to deal with any of this!
