I find item 2 more likely because it is easier to achieve and a bigger bang for the buck. As to the double-or-nothing scenario, possible but very unlikely. There are practical problems that make it very difficult, starting with the Strait of Hormuz. It is so shallow and narrow that tide on either sides is minutes apart.
