With all due respect I asked a simple question and got a condescending answer. The reason I asked the question was purely because I'm not educated in this area.

As for speculating if you are referring to our contribution to the Iraqi biological and chemical warfare program I provided a link to a senate committee report that substantiates it! No speculation here.

Again, I'll ask a question with the premise that I have no expertise in this area.....obviously you have.
Is there not already a cure for bubonic plague??

A very good friend of mine got Bubonic Plague from remodeling a 100 year old house. They thought he had Krohn's disease and removed some of his intestine. Test came back Bubonic Plague. Two weeks in the hospital in all.
