There will be no problem getting enough fresh water to fill the bodies of people, or even people and livestock. The problem is all the industrial use of fresh water, and also watering lawns and growing vegetables in the desert and such. I think we should phase out water subsidies and let the free market determine the rates. Instead certain industrial and agricultural users get water at cut rate prices and have less incentive to conserve it. Some of these businesses wouldn't last if they had to pay full price for the water but where that is the case they should go out of business so the resources they use can be more efficiently used elsewhere.

Your population projection figures are more accurate BTW.

It's certainly possible to put a billion people into the US... just not at the current food mix, level of self sufficiency, or lifestyle probably. There are 1 billion people living in India and a larger number in a similar sized area of Eastern China, in each case in under half the area of the lower 48 states.
