I suppose either would have done the job equally well.

Protecting airlines which commute through most Nations is a job a useful UN should be considering rather
than spouting politics
Do all Nations have to to arm or provide jammers on their airliners for the rest of the Century , or is it better just to shoot back, call in some Fighters and eliminate the guys who doing the shooting?
If this world is going to get along, then civilized nations need plans and agreements BEFORE things happen.
For example, if a Terrorist shoots a stinger from German soil at a French jetliner crossing over the country, there
is no time to call a meeting, talk to ambassadors, get permission for corrective action, and avoid getting shot down for crossing into another country without air clearance for a NATO strike.

These situations are predictable , they have already occurred, but I dont see the required planning being done to handle the international agreements needed.
Until we get some agreements, I'm with GWB - eliminate terrorists regardless of where they operate, unilaterally if we must.
