It is, but the MSO view is that the two can co-exist. Some content is viewed "OK" to rest on the subscriber's hard drive, while other content is "not OK" & will remain on a remote server, but available for subscriber download on an as-purchased, or leased, basis. I've come across several articles of various VOD architectures that have been developed. Platforms for both mainframe (i.e. remote server) & client/server (i.e. PVR hard drive) have been developed.
