Jim,
I just finished a long debate in which an unnamed party went at lengths arguing we have no responsibility to improve the lives of people in other countries, even those which we are keeping the corrupt regimes in power. It is interesting to note that my original argument was that starter seeds for the farmers and basic infrastructures are a lot cheaper than missiles. And regardless of whose "job" it is to see to people's welfare, ultimately out of self interest we should see to it that the rest of the world does not fall too far behind. Our responsibility is even so much greater when we are not just an idle bystander, but a party to creating and maintaining the regimes who neglect their people.

Morality is subjective. Ethics is not. I have been arguing that lack of ethical belief in foreign policy has been the number one cause of events that though beneficial in the short run, they inevitably turn around and bite us in the rear. I'd like to see an end to such policy stances.
