Car bombs are terrorist tactics in the sense that they are tactics used by terrorists. But if they are going after military targets I don't think I would actually call it terrorism.

Of course there is the fact that they are not wearing uniforms or otherwise identifying themselves as belligerents but I would say that would make it or guerilla warfare, or "irregular" warfare.
