John.. it's how the doctrine was applied, and the results that were achieved which count. All you have to do is look at the historical facts. The creation of the Wiemar Republic was a direct result of Wilson's implied refusal to deal with the Kaiser. That's why the Kaiser abdicated within several weeks of the armistice. He was essentially the "first among equals" among the various German principalities, which also lost their political power with his abdication (yet retained their royal titles and castles)..

Wilson refusing to deal with the royal elite, preferring to deal with the "common" Reichstag instead, sealed the fate of the imperial German government. There was NO OTHER CHOICE but for Germany to become a democracy.. That is, until Hitler won the conflict against the Communists for control over the democratic governmental system both parties sought to use as the vehicle for their rise to power, only to discard the democratic system when it no longer served his purpose. Had the communists prevailed, they would have done the same and Germany would have become a client state of the USSR.
