Yes, the historical context is important as well as location. Indian socialism occured in an earlier period and, of course Scandinavian even much earlier.

One of the interesting things I've read about this is that the Soviet based Communist parties in South America were not revolutionary parties by this time. Some of the major conflicts were between groups which thought Castro and Cuba were the wave of the future and old line Communists. And, as I recall, Allende came out of the Socialist party, not even these old line Communists. So it could be argued that the US, as usual, was wrong when they saw Allende as a threat issuing from the Soviets.
